/IRBIS, December 5, 2011/ - As of December 1, 2011 public debt
of Kazakhstan, issued in the form of government securities (GS),
together with the service (the sum of coupon payments)
amounted at current prices KZT 3,032.0 billion or equivalent to
20,525.2 million U.S. dollars on the rate of 147.72 tenge per
U.S. dollar. This was concluded by IRBIS specialists in the
analysis of their own databases. When conducting this analysis,
the amounts of future payments on MEUJKAM and MUIKAM
were calculated taking into account the consumer price index,
which was recorded for the period from August 2009 to
November 2011.
From November 1 to 30, 2011 total debt amount fell by 76.0
billion tenge (-2.4%) or in dollar terms - by $540.2 million (-2.6%).
In September 2011, total debt decreased by 31.8 billion (-1.0%) or
in dollar terms - by $167.9 million (-0.8%).

in exchange rate of KZT to the dollar.
According to information available to IRBIS, the volume of
GS from National Bank of Kazakhstan in Nov 2011 on the
amounts of placement was 42,901.5 million tenge (in Oct
2011 - 23,849.9 million tenge). The issuer redeemed the
notes in the amount of 190,644.7 million tenge (Oct -
118,437.0 million tenge). Thus, the November surplus of
net borrowing of National Bank on the government
securities market amounted to minus 147,743.1 million
tenge. The corresponding figure in October 2011 is minus
94,587.1 million tenge ("minus" sign in the exponent of
balance means that the amount was withdrawn from the
budget of the issuer and has remained among investors,
"plus" - for that amount the issuer has taken longer than
repaid).
Ministry of Finance of the Republic of Kazakhstan has
attracted over the period 51,100.0 million tenge (in Oct 2011
- 74,884.3 million tenge), but paid the par value of bonds
and the coupon payments of 35,094.0 million tenge (in Oct -
34,728.9 million tenge). The November surplus of net
borrowing in the Ministry of Finance is estimated at plus
16,006.0 million tenge (in October 2011 - plus 40,155.4
million tenge).
In November 2011 the total net borrowing balance of
Kazakh issuers of GS was estimated by IRBIS as minus
131,737.1 mln. The corresponding figure in October 2011 is
minus 54,431.8 mln.

above figures are not official statistics and were obtained from the analysis of
the information contained in the databases of agencies on the primary market
of government securities. As part of the internal bonds Base Agency
reconciled data provided IRBIS of the Central Securities Depository JSC
