/IRBIS, November 1, 2011/ - As of November 1, 2011 public debt
of Kazakhstan, issued in the form of government securities (GS),
together with the service (the sum of coupon payments)
amounted at current prices KZT 3,108.0 billion or equivalent to
21,065.4 million U.S. dollars on the rate of 147.54 tenge per
U.S. dollar. This was conclusion of IRBIS specialists in the
analysis of their own databases. In conducting this analysis, the
amount of future payments and MEUJKAM and MUIKAM
calculated taking into account the consumer price index, which
was recorded for the period from August 2009 to October 2011.
From October 01 to 31, 2011 total debt amount fell by 31.8 billion
tenge (-1.0%) or in dollar terms - by $ 167.9 million (-0.8%). In
September 2011, total debt decreased by 199.7 billion (-6.0%) or
in dollar terms - by $ 1,575.5 million (-6.9%).

in exchange rate of KZT to the dollar.
According to information available to the IRBIS, the volume
of GS from National Bank of Kazakhstan in Oct 2011 on the
amounts of placement was 23,849.9 million tenge (in Sep
2011 - 246,595.4 million tenge). The issuer redeemed the
notes in the amount of 118,437.0 million tenge (Sep -
495,408.1 million tenge). Thus, the October surplus net
borrowing of National Bank on the government
securities market amounted to minus 94,587.1 million
tenge. The corresponding figure in September 2011 is minus
248,812.8 million tenge ("minus" sign in the exponent of
balance means that the amount was withdrawn from the
budget of the issuer and has remained among investors,
"plus" - for that amount the issuer has taken longer than
repaid).
Ministry of Finance of the Republic of Kazakhstan has
attracted over the period 69,307.0 million tenge (in Sep 2011
- 35,666.7 million tenge), but paid the par value of bonds
and the coupon of 34,728.9 million tenge (in Sep - 27,520.0
million tenge). The October surplus net borrowing in the
Ministry of Finance is estimated at plus 34,578.1 million
tenge (in September 2011 - plus 8,146.7 million tenge).
In October 2011 the total net borrowing balance of
Kazakh issuers of GS was estimated by IRBIS as minus
60,009.0 mln. The corresponding figure in September 2011
is minus 241,069.1 mln.

above figures are not official statistics and were obtained from the analysis of
the information contained in the databases of agencies on the primary market
of government securities. As part of the internal bonds Base Agency
reconciled data provided IRBIS of the Central Securities Depository JSC
